I'm not sure if this was made as like, something for kids, or, I don't even know. I mean, is it possible that at some point someone was like "Jewish kids need to learn how to deal with the fact that someone might say that their hair is similar to black people's hair. This is a problem we need to address. Let's hire a crew to shoot a dramatization video of it." Is that possible? I'd like to think it is.
NOTE: I will give a Holy Taco T-shirt to anyone who figures out where the F&*K this video came from and what it is. I need to know people. I must watch the rest of it otherwise my life will be meaningless.

This was from a 1980's series that ran on PBS
was called "Many Voices, Many visions"
and in some markets, it continues to air.
saerch for "MVMV" clips, or the complete title. more than enough left-handed attempts at political correctness to provide hours of entertainment.
